Exposed backflow devices and the Central Texas freeze.
The freeze that has come to the Central Texas area can have devastating effects on your irrigation and domestic "house" backflow device. The chances of damage will be non existent with proper protection to the device. However, if the device has not been properly winterized the damage could be quite extensive. This could be as minor as needing a cut off valve replaced to needing a full replacement. Along with possible repair, a backflow inspection will need to be conducted and the results sent to your local municipality.
Please keep in mind, only a licensed plumber can repair or replace a backflow and a backflow inspector can repair and inspect a backflow.
Its never to late to attempt to protect your pipes and backflow. If you have nothing else, towels or rags and duct tape are better than exposed pipes.

Hello & Happy New Year to y’all!
As Round Rock starts year 3 of our irrigation inspection process, I just wanted to shoot out a quick email with a few updates and changes I’ve made.

This year is the 78681-zip code, which is all properties west of IH-35 and north of Toll 45/Louis Henna Blvd.
We are not imposing any fines or late fees to any property that submits the inspection reports past the October 1st deadline. As this is a new program and the first time this zip code is experiencing it, we’re being nice and just asking that the inspection is completed asap. Inspections can be completed as early as the customer wishes, no need to wait until Sept. to submit.
I will be mailing out a letter of introduction about this program to everyone in our 78681-zip code next week and following that up with an email (to email addresses we have in our billing system), also this month.

The main purpose of the Commercial Irrigation Compliance inspector in Texas.
Within the State of Texas, commercial irrigation has become a hot topic of discussion. Depending on who is asked, there may be many different answers regarding what the role of a Commercial Irrigation Compliance Inspector is.
This is what an inspector can do:
A third-party inspector is licensed by the Texas Commission on Environmental Quality, commonly known as the TCEQ. Several municipalities throughout the state, such as Austin and Round Rock, will require an annual or bi-annual Commercial Irrigation Compliance inspection. This will involve very specific parameters. Below is an example of the report required by the City of Austin.
The municipality will be focusing on water waste. In the sections on the form above there are failure points and suggestion points. Based on the issue, this will determine if a system or zone has failed. Once a system has passed or failed, the inspector is to file this report with the municipality. If the system has failed, a Commercial Facilities Irrigation Compliance Plan Form will need to be completed and submitted.
If only select zones have failed, this will allow the rest of the system to be operated when proper notation and mapping are included in the compliance plan. The failed zones will need to be turned off until repair and reinspection are made. If the complete system fails, this will be shown in the compliance plans. Either way, the compliance plan will show the intent of repair.
This is what an inspector cannot do:
Once we sign the Conflict-of-Interest Affidavit with TCEQ (Texas Commission on Environmental Quality) as licensed inspectors, we are unable to:
30 Texas Administrative Code (TAC) Section (§) 30.120(e) requires that an Irrigation Inspector must not engage in or have a financial or advisory interest in any entity that:
• Sells, designs, installs, maintains, alters, repairs, or services an irrigation system.
• Provides consulting services relating to an irrigation system; or
• Connects an irrigation system to any water supply.
The third-party inspector is not employed by the municipality or any other government entity. The inspector will not be able to do an inspection related to the official permitting process or approve “completed permit” inspections. This will need to be scheduled through the permit office in which the permit was issued through.

In Austin, Texas, commercial irrigation inspections are scheduled every two years based on the service address. The due date varies depending on whether the address is odd or even:
- Odd-numbered service addresses, inspections are due in odd-numbered years.
- Even-numbered service addresses, inspections are due in even-numbered years.
The notification timeline is as follows:
- The first notices are dispatched four months before the due date.
- Reminder notices are sent out two months before the due date.
- A Notice of Violation is issued the day after the due date.
During the inspection process:
- An Austin Water Authorized Irrigation Inspector conducts the inspection.
- The inspector verifies that the facility meets the city's conservation standards.
- The inspector guides the property owner on the next steps to ensure clean, safe water
Lack of compliance fines are $750 per month add to the properties water bill.
Irrigation System Inspection Program Launched in The City of Leander
A new program aimed at conserving water and reducing losses from irrigation systems has been launched in the City of Leander. The program, based on an ordinance passed in Summer 2024, requires periodic inspections of commercial irrigation systems. The program is being rolled out in phases, starting with systems using 2-inch meters. Owners of systems with smaller diameter meters are encouraged to have those inspected concurrently, even before receiving official notification.

While data on water savings is not yet available, the program aims to address common issues with commercial irrigation systems, such as pipe breaks, broken sprinkler heads, and incorrect watering schedules. These issues often lead to significant water waste. The program encourages property managers to pay closer attention to their irrigation systems and identify and correct problems. Early results are promising: inspectors have already identified and corrected issues like illegal watering schedules.
Backflow Prevention:
Important Note: Backflow testing is a separate requirement from the irrigation system inspections. Integrating backflow testing into the inspection process would be overly complex at this time.

As we approach the end of March, a friendly reminder that the deadline for Commercial Irrigation Assessments in zone 2 is swiftly approaching. This requirement pertains to all odd-numbered addresses within the following zip codes: 78617, 78681, 78722, 78723, 78729, 78739, 78744, and 78749.
It's crucial for commercial, multi-family, and City of Austin properties that are one-acre or larger to complete an irrigation assessment every two years. The assessment must be conducted by an Austin Water Authorized Irrigation Inspector, like Lee Griffith.
Please note that failure to submit the necessary documentation by the deadline constitutes a violation of the Water Conservation Code. Non-compliance will incur a Water Conservation Non-Compliance Fee of $758 per month, as outlined in the Austin Water Rates and Fee Schedule.
